It is phrased wrong. It should say "board or destroy a ship, while employing a crew of 4 or more on YOUR ship" because that's what it requires. It's currently broken, and Bethesda needs to fix it. Or wait until the MOD community does. Probably the latter will happen first.

Happened on my front facing cockpit after dozens of hours in service and similar design last 3 loops. My ship bugged out and I saved and reloaded and seemed fixed. Until this bug hit as soon as landed. When I got to ship editor whole ship had dropped so bottom two layers were under the grid marking ground level.
